Lewis Resigning as General Manager of CSD

ELK GROVE, CA (MPG) - Cosumnes Community Services District General Manager Phil Lewis is set to resign his post after one and a half years as the district’s chief executive.
District directors voted in closed session Oct. 8 to accept Lewis’ resignation, effective Dec. 1.
During recruitment for Lewis’ successor, District Counsel Sigrid Asmundson has been tapped as acting general manager.
In a news release, the district shared a written statement from Lewis.
“I am grateful for the opportunities I’ve had to contribute to the District’s growth and make a positive impact in the community. Most importantly, I truly appreciate the friendship and support my family has received as we made this our home. I look forward to staying involved in the Elk Grove and Galt communities and supporting the great work you all continue to do,” Lewis wrote.
Lewis has been on leave since the vote, according to an automated email sent in response to a request for comment. 
A district spokesperson said Lewis will remain on leave through December.
Before his time as general manager, Lewis served as parks and recreation administrator. Then-General Manager Joshua Green announced his resignation in April 2023, and Lewis was appointed that May.
The district provides parks and recreation services in Elk Grove, and fire service in Elk Grove and Galt.
In its release, the district said Lewis’s leadership “has been instrumental” in several initiatives, including the CORE Recreation Center and opening of Fire Station 77, both in Elk Grove.
Lewis also oversaw the launch of projects funded by the city of Elk Grove’s Measure E sales tax, the opening of the Albiani and Oasis recreation centers, and the purchase of more than 100 acres of land planned for park space.
In a statement, board Vice President Angela Spease expressed gratitude for Lewis’ work.
“The Board of Directors would like to thank Phil for his dedicated service to our community and wish him all the best in his future endeavors. His commitment to our District has left a lasting impact, from enhancing our facilities to expanding services,” Spease said. 
“Phil’s efforts, including the hiring of additional public safety personnel, have helped ensure that our community’s needs are met with excellence now and in the years to come.”
